You can start at any entrance to the gardens though the main entrance is off of Boulevard Magenta.

A detailed description of the walk!

From the main entrance you are greated by views of the famous Fontainebleau Château stairs where Napoleon was taken away from to begin his exile. From here a quick circle of the Jardin (garden) de Diane before taking the longer loop through the Jardin Anglais (english) & Jardin Francias (French) at the far end you can cross Avenue des Cascades to acess the gardens that run along side the grand canal and grand prairie. A good loop through this section would be made via Allee Napoleon which takes you to the Northern most corner and then returning via Allee d'Avon or Allee de la Reine which border the grand canal and grand prairie. Once back across Avenue des Cascades follow the garden paths on the side closest to the Château where you will eventually find yourself back in the main courtyard.

Do you need any permits? What's the cost?

The gardens are free unless you want to take a tour inside the Fontainebleau Château itself which is a standard museum price.
